Your San Diego County Assessor’s office is working proactively to provide qualified property owners, possessory interest leaseholders and many of our small business owners that pay Business Personal Property Tax (571-L) tax relief due to COVID-19. Under State law, Proposition 8 allows for tax relief if the current market value of your property as of January 1, 2021 is lower than the assessed or taxable value as shown on your 2020 tax bill. With your Prop 8 application for property tax relief and necessary information our team can work to qualify your property for tax relief. The good news for those paying the business personal property tax is we will be automatically applying tax relief to those bills. Watch the video below to hear about the tax relief. 
 
To assist you in the Prop 8 tax relief application we are providing you a video recording of a tax relief workshop featuring property tax relief experts from the San Diego County Assessor’s office.

The Assessor’s Office would like to review the market value for your property for the 2021-22 property tax year.  
If you think your property qualifies for property tax relief please apply before April 30, 2021 by:
 
1) Completing the electronic Proposition 8 paper application at: Application for Review of Assessment
If you would like a PDF application for multiple parcels please email Jordan.Marks@sdcounty.ca.gov 

2) Providing the information requested below.
  • Comparable sales, current listings, or a recent appraisal indicating the market value of your property as of January 1, 2021.  Ideally, comparable sales should have occurred between October 1, 2020 and no later than March 31, 2021.  
  • For income producing properties or possessory interest leaseholders, please provide January 1, 2020 and January 1, 2021 rent rolls, year-end 2019 and 2020 income and expense statements, and a calendar 2021 budget or forecast. 
3) Mailing the completed application with your supporting documentation to:

Our staff will review your application and supporting information.  If we can provide you relief, the lowered 2021 assessed value will be posted to www.SDARCC.com on July 1st.  If you feel your property deserves greater relief, then you can file a formal assessment appeal with the Clerk of the Board between July 2 and November 30, 2021.  You can find the appeal application on their website at www.sandiegocob.com.
