It’s that time again – We need your building data to assemble San Diego’s information for BOMA International’s 2008 Experience Exchange Report (EER). While you just finished your calendar year budgets and are in the middle of doing your CAM reconciliations, there is no better time to participate as long as you already have your fingertips on your operating expense numbers from 2007. Here are a few reasons to participate:
· The more buildings that participate, the better the study, and the better the benchmarking data.
· Having good data means more accurate budgeting, trending and planning. No need to call your peers to get info on neighboring buildings.
· Seeing comps on expense costs and square footage for your building type and region is helpful in the bid selection process for major services.

The good news: If you participated last year (2007) and use the same email address you provided last year, the survey will automatically "import" your buildings, add them to your 2007 account, and pre-populate the first 22 questions for you.

Record Number of Guests Attend February Sundowner 
Over 90 members and prospective members attended February’s Sundowner held at San Diego’s hippest venue, the Ivy Hotel. In addition to hosted beverages and delicious cuisine prepared by celebrity chef Damon Gordon, members and guests also participated in a trivia game, answering questions about the evening’s sponsors. Completed game cards were entered into a raffle for prizes valued at over $100!

Dear BOMA Members:
If I had to identify the biggest issue facing the commercial building industry, I probably would answer in one word: green. We have heard from both BOMA Cal and BOMA International of the giant efforts state and federal legislators are putting into recycling, conserving water and energy, and reducing carbon emissions. BOMA has responded by partnering with those who propose sensible solutions, while opposing those that would do more harm than good. By partnering with our local, state and federal governments, we are able to shape laws that can reach their intended goal, without creating unwanted and unwarranted new problems for commercial property owners, operators or their tenants. For instance, the new mandatory waste recycling ordinance enacted by the City of San Diego started out as a proposal requiring property owners to become "garbage police" with civil and yes, criminal penalties for failure to comply. It ended up by shifting the responsibility to tenants to recycle, leaving owners and operators just the responsibility of setting up recycling programs and educating their tenants. Our Government Affairs committee chaired by Cybele Thompson and vice chair Barbara Putis, worked diligently with Craig Benedetto, our legislative advocate, to create the win-win result.
BOMA International has also officially "gone green" by challenging members and local chapters to endorse and accept its "Seven Point Challenge" to improve energy efficiency across portfolios by 30 percent no later than 2012. At the date of this writing, our Government Affairs committee has recommended that the BOMA San Diego Board of Directors accept the challenge. Associations that accept the challenge must be willing to partner with local government and utilities to identify voluntary energy efficiency strategies, enact voluntary, incentive based programs, update model building and energy codes, and share education and case studies of successful management practices. Considering that our industry contributes nearly 20 percent of U.S. greenhouse gas emissions, and spends $24 billion on energy every year, any reductions we make can have a dramatic impact on our environment and on our bottom lines.
BOMA California is also wrestling with several new proposals that although have good intentions, are far from workable from our industry's point of view. For instance, recently proposed AB 2030 would mandate that all new commercial buildings be "zero net energy" starting in 2030. The way the current legislation is written, it is up to the State Energy Resources and Conservation Commission to come up with regulations that would achieve the goal. The threshold question: is this goal achievable, or is it in reality a political strategy by our elected officials so they can say they did something? Leaving the details to a non-elected regulatory commission is asking for unworkable solutions. The proposal needs and begs for our involvement. Our BOMA California legislative committee and advocates are actively seeking input from our membership so they can address our issues with lawmakers to craft a workable and achievable result.
The message for this month? For years, BOMA San Diego members have been taking reasonable and necessary steps to implement conservation measures to be good citizens and reduce one of the most costly expenses for building owners - utility charges. Partnerships require at least two parties, and if our government thinks it can provide for workable solutions without our input, we will all be in trouble.

Radio Frequency Health and Safety Training and Compliance

Many of us have roof top cellular sites, microwave antennas, satellite dishes and a host of other types of communication equipment on the roofs of our buildings. A lot of this equipment transmits and receives information in various formats, such as cellular or microwave. If this equipment transmits, it emits radio frequency energy. Did you know that both the Federal Communications Commission (FCC) and the Occupational Safety & Health Administration (OSHA) has set limits on human exposure (maximum permissible exposure or MPE) to RF energy and that these regulations directly apply to us as owners and operators of real estate with this type of equipment installed?
The regulations define two primary RF-exposure environments: "controlled/occupational" and "uncontrolled/general public." In a "controlled" RF environment people know that RF is present and can take steps to manage or limit their exposure. These are primarily occupational environments, but would include building engineers, contractors and others who may need to access areas near antennas (roofs). This applies to areas with controlled access as well. The limits for controlled environments are evaluated differently (less stringent) than those for uncontrolled environments.
"Uncontrolled" RF environments are those open to the general-public and generally are areas where people would normally be unaware of exposure to RF energy. This applies to all property near your antennas that you don't control public access to, such as sidewalks, roads, neighboring buildings and properties that might have some degree of public access.
With OSHA requiring employers to provide training to both their employees and contractors, many of my clients have chosen to have an independent third party study done to evaluate the conditions (RF Energy levels and exposure patterns) of their roof leases as part of the lease negotiation and approval process. Such studies include a sight visit and software modeling and are fairly inexpensive, but can limit liability by providing proof of compliance (or not) with OSHA and FCC requirements. Further, some employers require that roof leases provide funds for ongoing and regular training and equipment (to measure time and exposure levels) for employees and others who enter a controlled environment. This training is often web based and is a great part of a RF health and safety awareness program.
The requirements for employers are clear as it pertains to RF energy. We are required to have a written health and safety program that includes understanding the environmental conditions: type, amount, location and duration of RF energy, limiting or controlling exposure, communicating the fact that a particular piece of equipment (transmitting antenna) might generate RF energy and provide a training program that explains and certifies that students (employees, contractors, property managers, etc.) have a clear understanding of proper practices when working in or near RF environments.

Market Transformation and the 7-Point Challenge
In July 2007, BOMA International launched the Market Transformation Energy Plan and 7-Point Challenge to reduce energy consumption in commercial buildings by 30 percent by 2012.
Since that time the response has been extremely positive, with scores of BOMA member companies and BOMA local associations, including BOMA San Diego, endorsing the 7-Point Challenge and making improved energy performance a priority across company portfolios throughout the country.
The Building Owners and Managers Association (BOMA) International recognizes that current research estimates that energy consumption in commercial buildings accounts for 18 percent of U.S. greenhouse gas (GHG) emissions. BOMA also recognizes that responsible building operating and management practices can significantly reduce energy consumption and diminish a building’s carbon footprint, lowering GHG emissions.
By working with real estate professionals, our network of 92 local BOMA associations, with all levels of government, and the myriad of public and private groups with similar goals, market transformation will be realized. Commercial real estate owners and operators understand the bottom line of reducing energy consumption and implementing “green” management practices is a social and environmental responsibility, and can result in a positive return on investment.
To reduce the use of natural resources, non-renewable energy sources and waste production, BOMA international is calling upon its members to accept the following 7-Point challenge:
1. Continue to work toward a goal to decrease energy consumption by 30 percent across your portfolios by 2012 – as measured against an “average building” measuring a 50 on the ENERGY STAR® benchmarking tool in 2007;
2. At least once a year, benchmark your energy performance and water usage through EPA’s ENERGY STAR benchmarking tool (and share your results with BOMA);
3. Provide education to your managers, engineers, and others involved in building operations, to ensure that equipment is properly maintained and utilized;
4. Perform an energy audit and/or retro-commissioning of your building, and implement low-risk, low-cost strategies to improve energy efficiency with high returns;
5. Extend equipment life by improving the operations and maintenance of building systems and ensure equipment is operating as designed;
6. Through leadership, positively impact your community and your planet by helping to reduce your industry’s role in global warming; and
7. Position yourself and the industry as leaders and solution providers to owners and tenants seeking environmental and operational excellence.
BOMA International also calls on its network of 92 federated local associations to accept the challenge to work at the local and state level to implement responsible government programs and voluntary incentives to facilitate market transformation.
BOMA San Diego has endorsed this call to action, which includes:
1. Partner with local government, other industry groups and associations, as well as utilities, to identify voluntary energy efficiency strategies with proven results and application to existing buildings;
2. Partner with local government to share education and case studies on no- and low-cost building operating and management practices to assist in efforts to transform state and municipal buildings;
3. Work with policymakers to enact voluntary, incentive-based programs to accomplish their goals of implementing green communities; and
4. Work cooperatively with state and local government to update, at a reasonable frequency, its model building and energy codes.
We encourage our members to become actively involved in this initiative. BOMA San Diego will be providing further information to its members to encourage voluntary, incentive based programs to help protect our environment and make BOMA member buildings more energy and resource efficient in the coming months. Many will remember the name Phil Stone from his 27 years in television sports with NBC, ESPN, Prime Ticket Network and locally with Channel 7 and 39. In 2000, decided to leave broadcasting in his rear view mirror and real estate title industry became Phil’s focus. Phil spent 2 years with Chicago Title before First American recruited him to join its high-powered subdivision team. “When I came into the title business, the only thing I knew about title and escrow is that both made my eyes glaze over,” said Stone. Now the Senior Vice President of Sales for New Way Landscape and Tree Service, Phil is ready to teach his staff how to take charge in their own professional career. Outside of work Phil enjoys Padres and Chargers games, traveling to exotic lands and is passionate about Ohio State football and golf.

Returning to San Diego, Thomas Felter, Senior Property Manager for Bio Med Realty Trust, this Point Loma Nazarene College graduate is now back where he started his career. Working as a property manager for retail properties for a number of years, including Grossmont Center and then moving to Northern California to manage a regional mall, Thomas is back in San Diego and manages 17 buildings in the life science industry. Outside of work, Thomas, enjoys playing softball, football, golf and watching the Padres. He also volunteers his time to the International Council of Shopping Centers and his church, in addition to BOMA San Diego. Thomas’ proudest accomplishment is his two children, Megan, 11 and Jason, 9.

Xnergy and Qualcomm Sign Agreement to Develop the “Miramar” Mobile Resource Management System
Xnergy, a Carlsbad engineering, construction and mechanical service group, and Qualcomm Incorporated (Nasdaq: QCOM), a global leader in the design of wireless technologies, have inked an agreement to assist in developing the Qualcomm Miramar system.
Xnergy will be the “Beta” test company by utilizing it’s fleet of vehicles to provide Qualcomm with needed feedback and real-life/real-time input.
Miramar is an in-vehicle GPS solution that gives a company visibility to its assets through a web-based back-office application that allows revenue growth, lower operational expenses and improved customer service. This will enable companies like Xnergy to manage a fleet of construction and service vehicles more efficiently while lowering maintenance and fuel costs.
“The Miramar system will assist our entire company but more importantly it will help our customers to benefit by enabling us to respond to their needs with greater efficiency and timeliness,” stated Jason Davis, Vice President of Xnergy. “It will be a particular help to our service department. Our dispatchers will be able to easily and efficiently identify who would be the best person to deliver a needed part or respond to a customer’s emergency.”
Financial benefits of Qualcomm’s Miramar system include lower fuel, vehicle maintenance, and even insurance costs.
“This ability to keep our costs down enables us to pass that savings down to our customer, and allows Xnergy to continue to be competitively priced while offering the highest quality construction and service,” said Davis.

News from Benchmark Landscape, Inc.
Benchmark Landscape, Inc. has announced it recently received a first-place 2007 Trophy Award from the California Landscape Contractors Association (CLCA), a statewide, 3,000-member trade association of licensed landscape and landscape-related specialty contractors.
Benchmark Landscape earned the statewide award in the commercial maintenance category for its work at the San Diego Tech Center, a 41-acre commercial office campus featuring 10 office buildings, a popular brewery restaurant, lush Japanese garden and private athletic club located in San Diego’s Sorrento Mesa area.
According to John Mohns, president of Benchmark Landscape, the company has provided maintenance services at the Tech Center since 1993. He said Benchmark crew members have met a variety of landscaping challenges, including dealing with the alkaline soil, salty breezes from the shore of Pacific Ocean that’s only a few miles away and the uniquely Japanese plants and trees, ranging from Ginko trees to timber bamboo.
Benchmark staff members who currently serve the San Diego Tech Center include account manager Josh Weismiller, field liaison Rogelio Jimenez and site foreman Angel Mendoza, along with four other crew members.
The San Diego Tech Center remains one of San Diego’s premier technology campuses offering space flexibility, amenities and technological advantages, including a campus optical network, multiple optical fiber providers and free wireless Internet connectivity as a WiFi hot spot. The site encompasses about 645,000 square feet of rentable office space. The San Diego Tech Center is currently owned and managed by McGuire Properties of Los Angeles.

Johnson & Jennings Completes Tenant Improvements for San Diego National Bank in Mission Hills
Johnson & Jennings General Contracting has completed tenant improvement construction for the 3,500-square-foot San Diego National Bank branch located at 800 West Washington Street, in the Mission Hills area of San Diego, Calif.
The bank is located in the recently renovated Paseo del Mission Hills complex. In 2007, the complex was awarded an Orchid, a premier award for San Diego’s built environment, for the category of historic preservation.
Nancy Suda, principal of Studio Suda, designed the building. Jim Lohnes served as project manager for Johnson & Jennings, with Dan Bednarski as onsite project superintendent. Bill Hooper, vice president of corporate real estate, served as project manager for San Diego National Bank.
Johnson & Jennings performed extensive renovation work, which included providing a concrete moisture barrier and leveling the concrete to meet the challenge posed by the aged structure. In addition, new mechanical equipment, ductwork and air distribution was installed, as well as new restrooms with ceramic tile wainscot, accent trim and taupe-colored plumbing fixtures.
Subcontractors included Casper Company, Trimm Woodworking, Prism Flooring, Quality Paint and Wallcover, Interior Specialties, Florentine Marble, B+B Acoustics, Cass Plumbing, Countywide Mechanical and Enercoom Electric.

Lease Administrator
Purpose of Position:
A key member of the property management division in supporting the team by providing proactive, efficient, administrative assistance to Property Managers, Client Managers and the Lease Administration Manager.
Summary of Essential Job Functions:
-- Supports and tracks preparation of lease agreements. Updates tracking system
-- Prepares and oversees lease agreements from start to finish.
-- Responsible for organizing, regularly maintaining and archiving of property portfolio files; adminisistering and updating database information including contractor, client and tenant lists.
Required Skills:
1. Prioritizes projects and tasks according to the manager’s requirements, keeps the team informed of decisions or issues that impact the department and takes instructions and “adds to it” by taking the initiative to enhance the tasks.
2. Encourages and supports leadership and growth in others.
3. Maintains positive relationships with team and clients to ensure high level of satisfaction.
4. Requires four or more years of business or office experience, strong customer service skills, and strong verbal and written communication skills.
5. Computer literate and working experience with yardi, excel, word, email and internet.
6. Requires an excellent customer service approach to handle daily interactions.
7. Real Estate or facilities management experience a definite plus.
8. Legal background a definite asset.
